United States Quarantine Restrictions - State by State 2020

Alabama

On June 15, however, the state moved into Phase 2 of its reopening plan, allowing large outdoor venues like concerts and sporting events to operate with 66 percent capacity. Face coverings are required if social distancing is not maintained. Additionally, the state allowed restaurants to increase to 66 percent capacity both indoors and outdoors. 

Alaska

Alaska Department of Health and Social ServicesOrder in Place:On June 5, Alaska started requiring anyone who comes into the state to produce documentation of a negative COVID-19 test taken within 72 hours to five days prior to their departure. If someone doesn’t have a test, they can opt to get tested upon arrival but must quarantine until they receive negative results.On May 22, Alaska entered Phase 3/4 of its reopening plan, allowing all businesses to reopen as well as all libraries and museums, all recreational activities.This followed Alaska’s health mandate that went into effect on March 28 and ordered people to limit “intrastate travel” to slow the spread of the virus except for essential activities like getting food and gas. At the time, all gatherings with people that don’t live in the same household, including weddings and religious gatherings, were ordered to “cease.” On April 24, Alaska first said restaurants, retail stores, and businesses like nail salons could open with "limited" operations.While a big Alaskan vacation isn’t necessarily possible right now, it’s easy to explore the glaciers and Kenai Fjords virtually from home.

Arizona

Arizona Department of Health ServicesOrder in Place: On June 29, Arizona closed bars, gyms, movie theaters, and waterparks after initially starting to open them in May. This comes amid rising COVID-19 cases in the state.A few days earlier, Arizona updated its guidance to tell businesses to require face coverings when physical distancing is not possible and place tables and chairs at least six feet apart.The state initially reopened pools, gyms, and spas in May and enhanced sanitation practices in place, including asking people to use hand sanitizer after they leave a pool. Restaurants and coffee shops have been allowed to reopenfor dine-in service, recommending people limit party sizes to no more than 10 people and that restaurants consider offering masks to employees. Previously, the state had allowed salons to reopen for appointments and retailers to open without the use of fitting rooms in clothing stores.The state’s previous “Stay home, Stay healthy, Stay connected” executive order went into effect on March 31, and limited movement to essential services, including obtaining supplies and “constitutionally protected activities such as speech and religion.”

Arkansas

Arkansas Department of HealthOrder in Place: While Arkansas originally required travelers from New York, New Orleans, New Jersey, and Connecticut to self-quarantine for two weeks, the state lifted that mandate on June 15. The state has also lifted a previous requirement that closed hotels and vacation rentals, according to KARK.com.Also on June 15, Arkansas allowed dine-in seating in restaurants and at bars to increase to up to 66 percent of total capacity.On May 22, pools, water parks, and swim beaches were allowed to reopen with certain restrictions, according to KNWA. The state has closed public schoolsthrough the end of the school year.CaliforniaA general view of The Grove after Los Angeles ordered the closure of all non-essential services and entertainment venues.California Department of Public HealthOrder in Place: California is moving into Stage 3 of the state’s reopening with several counties having reopened businesses considered higher risk like movie theaters, according to The Los Angeles Times. In Los Angeles County, in-store shopping and dine-in services at restaurants have reopened as well as gyms. For the most part, beaches have also reopened with some restrictions depending on the county.On June 28, however, with COVID-19 cases continuing to spread, Gov. Gavin Newsom ordered bars in several counties, including Los Angeles, to close. And beaches have been ordered to close in Los Angeles for the Fourth of July weekend, according to the Los Angeles County Department of Public Health.Californians are required to wear face masks inside indoor public spaces except when they are eating or drinking at a restaurant.The order to stay home was first issued on March 19 and the state determined all “non-essential gatherings should be postponed or canceled,” including concerts, gyms, and theaters. The restrictions also led to the cancellation of San Diego Comic-Con for the first time in 50 years.

Colorado

Colorado Department of Public Health and EnvironmentOrder in Place: Colorado is currently under a "safer at home" order — a less strict ruling than it's previous stay-at-home order. As of May 1, many retailers were allowed to open with 50 percent capacity and plexiglass screens at checkout counters.Additionally, gyms have been allowed to reopen with up to 25 percent capacity and outdoor pools have reopened with 50 percent capacity. Restaurants can operate at 50 percent capacity indoors and bars have been allowed to resume with 25 percent capacity indoors.Under the previous order, residents were told to stay home as much as possible and only go out for essential activities. Critical businesses, which in Colorado included marijuana dispensaries, and solo outdoor activities, including nordic skiing and snowshoeing, were allowed.

Connecticut

Connecticut’s official state websiteOrder in Place: In coordination with New York and Connecticut, travelers coming from states where there is a high rate of coronavirus infections must quarantine for two weeks upon arrival to the tri-state area.Connecticut entered Phase 2 of its plan on June 17, allowing amusement parks to reopen with 25 percent capacity, restaurants to open indoor dining at 50 percent capacity, and outdoor events to take place with social distancing in mind.Previously, restaurants were allowed to open for outdoor dining. Casinos, including Mohegan Sun and Foxwoods, have also reopened with safety guidelines in place, NPR reported.The state issued a “Stay Safe, Stay Home” order on March 23. The state also initially placed restrictions on hotels and other vacation rentals, designating them only for certain instances, including for healthcare workers, out-of-state employees working on COVID-19 operations, and Connecticut residents who needed to self-isolate.DelawareDelaware Division of Public HealthOrder in Place: Delaware entered Phase 2 of its reopening on June 15, allowing gatherings of up to 250 people, and allowing restaurants to open with 60 percent capacity restrictions. Malls, community pools, and hotels have also been able to operate with 60 percent capacity.On May 22, restrictions on state beaches were lifted, allowing people to swim and sunbathe in time for Memorial Day Weekend. While out-of-state visitors were initially required to self-quarantine for 14 days, that order was lifted on June 1.

Florida

Universal StudiosGetty ImagesFlorida Department of HealthOrder in Place: Florida has walked back Phase 2 of its reopening plan, which included the opening of restaurants, bars, theaters, and concert venues, amid rising COVID-19 cases, The state has also banned the “on premises consumption of alcohol at bars statewide,” the Department of Business & Professional Regulation announced on Twitter.The state opened its beaches across the state and Miami Beach initially reopened its shores on June 10, imposing restrictions on group size and requiring face masks. But on July 3 -- just ahead of the Fourth of July holiday weekend --  Miami-Dade County closed all beaches until July 7.Additionally, Universal Orlando reopened on June 5, and Disney World plans to reopen July 11.Travelers to Florida from New York, New Jersey, and Connecticut, however, have to self-quarantine for two weeks, an order that was extended June 5.At the start of April, Florida put an order in place instructing residents to stay at home unless they were participating in essential activities, which were defined as including attending religious services in a house of worship along with outdoor recreational activities like swimming and walking. The state also suspended vacation rentals — not including hotels — and prohibited them from accepting new guests, but ABC Action News reported the state has started lifting those restrictions.

Georgia

Georgia Department of Public HealthOrder in Place: On June 16, Georgia eliminated capacity restrictions on movie theaters and allowed for walk-ins at salons. This followed the state’s elimination of capacity restrictions at restaurants on June 11 as well as the reopening of bars at 35 percent capacity and gatherings of more than 50 people.On July 1, the state plans to allow “live performance” venues to reopen with certain restrictions.Georgia initially issued a statewide shelter in place order that went into effect on April 3, but local officials criticized the governor for reversing restrictions like beach closures in the process, Time reported. Gov. Brian Kemp’s decision to lift restrictions starting April 24 was met with mixed reactions as some thought the lockdown was lifted too soon.

Hawaii

State of Hawaii Department of HealthOrder in Place: Hawaii will allow travelers to bypass their 14-day quarantine ruleif they can show proof of a negative COVID-19 test taken prior to arrival starting Aug. 1.Locals are also now allowed to travel between islands.The state has reopened several businesses and services on certain islands. On June 19, Honolulu will allow bars to reopen along with bowling alleys, museums, and theaters.On O‘ahu, waterparks and pools were allowed to reopen on May 28 followed by restaurants on June 5; Maui opened beach parks and some county pools on June 1, followed by bars with 50 percent capacity on June 15; on the Big Island, restaurants were allowed to open on June 1 along with museums and outdoor activities like ocean tours; and Kauai, which allowed public and private pools along with outdoor tour activities to reopen on May 22, reopened restaurants for dine-in on June 1.Hawaii had issued an order advising residents to stay at and work from homestarting March 25. Like many states, essential activities are exempt, but in Hawaii outdoor exercise including surfing and swimming are allowed. Anyone who doesn’t comply with the order would face misdemeanor charges, according to the state.IdahoIdaho Division of Public HealthOrder in Place: Idaho is in Stage 4 of its reopening plan. As part of that, the state has allowed restaurants to open but asked them to space tables out to keep diners six feet apart. Bars have also been allowed to reopen and asked to consider limiting occupancy to ensure social distancing.Previously, the state allowed outdoor pools and waterparks as well as movie theaters to reopen.The state originally issued a stay-home order at the end of March.

Illinois

The park has been closed and barricaded to prevent crowds from gathering.Scott Olson / Staff/ Getty Images Illinois Department of Public HealthOrder in Place: Illinois, including Chicago, entered Phase 4 of its reopening on June 26, allowing indoor dining and drinking at restaurants and bars for groups of up to 10 people and museums to open with 25 percent capacity.Previously, the state allowed parks to reopen along with bars and restaurants for outdoor seating. On June 3, Chicago was allowed to do the same, Time Out reported.The state’s original stay at home order went into effect on March 21, prohibiting most public or private gatherings of any size. To that end, facilities like playgrounds and museums were ordered to close.

Indiana

Indiana State Department of HealthOrder in Place: On June 12, Indiana entered Stage 4 of its reopening plan, allowing retail stores to open without capacity restrictions, restaurants to open with 75 percent capacity, bars to operate at 50 percent capacity, and gatherings of up to 250 people allowed.Additionally, movie theaters, concerts, amusement parks, and gyms have been allowed to open at 50 percent capacity.Residents in Indiana had been told to stay home since March 24 with facilities like playgrounds and campgrounds (unless it is your primary residence) closed. Both have since been reopened. Elderly or vulnerable residents in the state were told to take extra precautions and only leave home when absolutely necessary such as to seek medical care. Businesses that provide necessities (like food) were allowed to stay open, but told to limit their hours and implement specific hours for elderly and vulnerable people.

Iowa

Iowa’s Coronavirus WebsiteOrder in Place: Iowa never had a statewide stay at home order in place, but had implemented several closures, including gyms and swimming pools, and limited restaurants to take-out. On June 12, the state removed capacity restrictions on restaurants and bars, instead requiring them to ensure six feet of distance between each group. Gyms, movie theaters, salons, and malls have all reopened as well.All gatherings of more than ten people are allowed.As of May 15, campgrounds were allowed to open.

Kansas

Kansas Department of Health and EnvironmentOrder in Place: On June 8, Kansas entered Phase 3 of its reopening plan, recommending gatherings be capped at 45 people and allowing all businesses — including restaurants — to reopen while maintaining six feet between customers.This followed the lifting of the statewide stay at home order on May 4 that had been in place since March 30.Kansas requires visitors coming from several states — Alabama, Arizona, Arkansas, and Maryland — as well as those who have been on a cruise ship or traveled internationally to quarantine for 14 days.KentuckyKentucky Department for Public HealthOrder in Place: Kentucky’s “healthy at home” order went into effect on March 26, allowing only “life-sustaining businesses” to remain open as well as firearm sales. On May 22, restaurants were allowed to reopen, but limited to 33 percent capacity, while movie theaters and gyms were allowed to open on June 1.On June 19, bars and restaurants will be able to open with 50 percent capacity.In April, the state had instituted a curfew on all state parks. A previous order telling Kentucky residents not to travel outside the state was later lifted

Louisiana

An empty Bourbon Street in New Orleans.Getty Images Louisiana Department of HealthOrder in Place: On June 5, Louisiana moved into Phase 2 of its reopening plan, allowing restaurants, malls, gyms, movie theaters, salons, and more to reopen with 50 percent capacity.Amusement parks, water parks, and concert halls, however, remain closed.The state implemented a stay at home order on March 23. Louisiana has closed things like playgrounds, malls, and personal grooming businesses.New Orleans has welcomed back revelers with specific safety protocols implemented.

Maine

Maine Department of Health and Human ServicesOrder in Place: Maine now allows visitors to skip the mandatory 14-day quarantine (first enacted on April 3) if they come with a negative COVID-19 test from within 72 hours before arriving. On June 1, the state also allowed hotels to start accepting reservations for in-state residents. Starting June 26, hotels can take reservations for out-of-state visitors.Restaurants have been opening in a phased approach, depending on the county with employees required to wear face coverings. On June 17, the state will reopen several services, including salons and gyms. On July 1, the state expects to enter Stage 3 of its reopening plan, allowing places like movie theaters to open statewide.On May 22, the state allowed campgrounds and RV parks to reopen to Maine residents.The state’s “Stay Healthy at Home” directive went into effect on April 2. The order required any essential business that stays open to limit the number of people inside, depending on the size of the business, and to try to implement curbside pickup or delivery options. In Maine — known for its lobsters, of course — outdoor activities were allowed, including fishing, but the state required people to observe social distancing as they did it.

Maryland

Maryland Department of HealthOrder in Place: On June 12, Maryland entered Stage 2 of its reopening, allowing restaurants to resume indoor dining at 50 percent capacity restrictions and outdoor amusement parks to open. Capacity at pools was also increased to 50 percent.On June 19, the state reopened gyms at 50 percent capacity as well. This follows the state’s opening of retailers on May 15, including clothing stores and pet groomers, along with barbershops and hair salons, at 50 percent capacity.Maryland issued a stay at home order that went into effect on March 30, prohibiting all gatherings of more than 10 people, including for social or religious purposes. Additionally, the state closed several businesses, including golf courses. The state had cracked down on people who violate the order, The Baltimore Sun reported.

Massachusetts

Massachusetts Department of Public HealthOrder in Place: On June 8, Massachusetts entered Phase 2 of its reopening plan, allowing restaurants to open for outdoor table service and retail to open with occupancy limits. On June 22, indoor table service at restaurants was allowed to resume.This followed the state’s opening of hair salons and barbershops on May 25, requiring chairs be placed six feet apart and all customers and employees wear masks. Additionally, pet groomers were allowed to open that same day.Also on May 25, state beaches reopened for sunbathing, swimming, and fishing. Zoological parks, nature centers, and botanical gardens were also allowed to reopen with capacity capped at 20 percent, and campgrounds were allowed to open for single household groups.Massachusetts enacted a “stay-at-home advisory” in March, which the state said was “especially” for those who are over 70 years old or who have underlying health conditions. All residents were told to stay home except for absolutely necessary activities and those who are compromised were told to ask about special hours at places like grocery stores and pharmacies. Additionally, people were told not to gather in groups of more than 10 and parents were told not to schedule playdates for children. Everyone was required to wear face masks.Additionally, anyone arriving from out-of-state has been asked to self-quarantine for two weeks, according to the state.

Michigan

State of MichiganOrder in Place: On June 15, Michigan allowed salons to open statewide, days after the state allowed movie theaters and gyms to open in certain regions along with indoor gatherings of up to 50 people. Retail stores, bars, and restaurants opened along with restaurants and bars on June 8.The state reopened reservations for camping and overnight lodging at state parks and recreation areas on June 22.The state’s original stay at home order prohibited in-person work “not necessary to sustain or protect life” as well as gatherings of any size of people who are not in the same household. The order was later extended to include sections of large stores dedicated to furniture and garden centers, as well as prohibit people from traveling between two residences in the state. But on April 24, Michigan lifted restrictions on things like golf and allowed big box stores to reopen areas like garden centers.Michigan has also lifted the restriction on traveling between two residences in the state, but still prohibits travel to vacation rentals.

Minnesota

Minnesota Department of HealthOrder in Place: On June 10, Minnesota opened indoor dining with 50 percent occupancy, gyms at 25 percent capacity, and entertainment venues like bowling alleys and museums at 25 percent capacity.Salons and barbershops can increase capacity to 50 percent, but require reservations.This follows the opening of retail stores with 50 percent capacity limits.Under their original statewide order,“#StayHomeMN,” — that started March 27 — people were allowed to leave their homes for outdoor activities like hiking and hunting, as well as getting groceries or taking care of healthcare needs. Additionally, the state allowed for tribal activities within the boundaries of a tribal reservation.

Mississippi

Mississippi State Department of HealthOrder in Place: Mississippi restaurants and businesses have been allowed to reopen with 50 percent capacity, according to the state. Indoor gatherings have been limited to 20 people if social distancing can’t be maintained or 50 people if social distancing can be maintained.Beaches and lakes have also reopened with social distancing observed. The state also opened non-essential businesses for curbside pickup or delivery services, since it's April 3 "shelter in place" order which advised residents to stay home and prohibited most gatherings of 10 or more people. The state has recommended not attending churches, but did not specifically prohibit it, telling people “social distancing must be practiced at all gatherings.”

Missouri

Missouri Department of Health and Senior ServicesOrder in Place: On June 16, Missouri entered Phase 2 of reopening plan with no statewide health order in place and all statewide restrictions lifted.On April 6, the state’s “Stay Home Missouri” order went into effect, which allowed people to leave their homes for groceries and to get take-out at restaurants, as well as attend worship services as long as no more than 10 people are in any single place at once. The order allowed businesses to stay open as long as no more than 10 people are there at once, including restaurants and businesses not deemed essential.

Montana

Department of Public Health and Human ServicesOrder in Place: On June 1, Montana moved into Phase 2 of its reopening plan, lifting the 14-day quarantine for out-of-state visitors. Additionally, the state allowed groups of up to 50 people to gather and increased capacity at restaurants, bars, and other public venues.Previously, Montana allowed some businesses to reopen on April 27 following a March "stay at home" order, as long as they "limit capacity and maintain strict physical distancing." Restaurants and bars were able to resume some in-person services on May 4.

Nebraska

Nebraska Department of Health and Human ServicesOrder in Place: Nebraska never implemented a statewide stay at home order, opting instead to enact “Directed Health Measures.” The dates the measures went into effect differed by county. As part of these measures, gatherings of 10 or more people were prohibited, but it did not apply to malls, “typical office environments,” or courts. Bars and restaurants were initially limited to take-out or delivery.On June 22, the state lifted capacity restrictions on bars and restaurants in most counties, allowed indoor gatherings at 50 percent capacity and outdoor gatherings at 75 percent (including arenas and stadiums).This followed Nebraska’s allowing rodeos to resume on June 1.While Nebraska has asked people coming to Nebraska from another state to self-quarantine for two weeks, that was lifted on June 1.

Nevada

As droves of visitors descended upon Sin City, Nevada made it mandatory to wear masks in public places.On May 29, the state allowed retailers to reopen with 50 percent capacity. On May 9, restaurants opened with 50 percent capacity, with bars added on May 29.The state first issued a formal stay at home order on April 1, after asking people to stay home since March 17, ordering nonessential businesses to close, including casinos and liquor stores. The state also required visitors or anyone returning to Nevada to self-quarantine for 14 days but adjusted that on May 29.

New Hampshire

New Hampshire Department of Health and Human ServicesOrder in Place: New Hampshire’s Stay at Home Order expired on June 15, including the cap on gatherings of 10 people or less. As a result, the state allowed places like gyms, restaurants, and museums to open at 50 percent capacity.Places like movie theaters and amusement parks were expected to reopen on June 29.On June 1, New Hampshire allowed beaches to reopen for walking, running, swimming, and surfing, but not sunbathing. It will also allow fitness centers to open for small-group fitness classes. New Hampshire has previously allowed retailers and salons to reopen with all staff wearing masks.The state originally enacted a stay at home order on March 27. People were allowed to leave their homes to get essential goods like food, visit a spouse, parent, or child, and to pick up take-out food. The state had also limited gatherings of 10 or more people, including for religious services.

New Jersey

New Jersey Department of HealthOrder in Place: In coordination with New York and Connecticut, travelers coming from states where there is a high rate of coronavirus infections must quarantine for two weeks upon arrival to the tri-state area.On June 15, New Jersey allowed restaurants to reopen for outdoor dining across the state, limited to eight people per table with tables spaced six feet apart. That was originally expected to expand to indoor dining on July 2, but on June 29, Gov. Phil Murphy said he was postponing that step.On May 18, New Jersey allowed non-essential retailers to open for curbside pickup and its state parks were reopened. On June 29, that was expanded to allow indoor shopping at malls to reopen.On June 22, the state was allowed hair and nail salons to open for appointments only. On May 22, the state opened its beaches.New Jersey's stay at home order went into effect on March 21, closing all nonessential businesses and telling people to stay home. Essential businesses, including grocery stores, had to limit the number of customers to 50 percent capacity. Gov. Murphy has also been providing detailed updates on Twitter.

New Mexico

New Mexico Department of HealthOrder in Place: On June 1, New Mexico allowed restaurants -- previously allowed to serve outdoor seating -- to reopen indoors with 50 percent capacity. Additionally, gyms were allowed to reopen at 50 percent occupancy and malls, hair and nail salons, and barbershops opened at 25 percent occupancy.New Mexico requires face coverings to be worn in public spaces. The new guidance follows the May 16 opening of retailers and houses of worship to openwith 25 percent capacity restrictions.The state originally issued a stay at home order on March 23, telling residents to only go out when “absolutely necessary for their health, safety, or welfare.” Businesses considered essential were allowed to remain open, including restaurants for take-out or delivery as well as local breweries and distilleries for carry out. All gatherings of five or more people were prohibited, including places of worship, and hotels were instructed to cap occupancy rates at 50 percent.Additionally, air travelers or those from out-of-state are still told to self-isolate for at least 14 days.New YorkGrand Central Terminal is nearly empty amid the coronavirus pandemic on April 5, 2020 in New York City. Several parts of the state have advanced to Phase 4, which allows places like museums to reopen with capacity restrictions. Others, including Long Island, have moved to Phase 3 where restaurants have been allowed to open for indoor dining with 50 percent capacity.On June 22, New York City entered Phase 2, which allowed for outdoor dining, and is on track to enter Phase 3 on July 6. However, Broadway will be closed until the end of the year.On May 22, state beaches were allowed to open, but local governments could introduce their own restrictions for city, town, or county beaches. In New York City, public beaches will reopen for swimming on July 1.New York, which has been the hardest-hit state in the country, initially issued a “New York State on PAUSE” order on March 22, which closed all non-essential businesses and banned all non-essential gatherings of any size and for any reason.Many cases in New York have been concentrated in New York City where charities and volunteers have stepped up to help people in need. Additionally, New York announced, "Matilda's Law" (named for Gov. Andrew Cuomo’s mother) that requires those over 70 and other vulnerable people with compromised immune systems to stay home and only see people in emergency situations. New Yorkers are also required to wear face masks when going outside.

North Carolina

North Carolina Department of Health and Human ServicesOrder in Place: North Carolina moved into Phase 2 of its reopening plan on May 22, allowing restaurants to open for dine-in, indoor and outdoor pools to open with 50 percent capacity,  and retail businesses -- which were allowed to open under 50 percent capacity restrictions -- to now be allowed to have the “Emergency Maximum Occupancy.”On June 24, the state mandated face coverings be worn in public places.The state’s original stay at home order was enacted on March 30.North DakotaNorth Dakota Department of HealthOrder in Place: While North Dakota never implemented a statewide stay at home order, the state did close certain businesses and on April 6 suspended visitation to places like nursing homes. But on May 1, the state started allowing businesses to reopen while issuing guidelines. Restaurants and bars, for example, were allowed to open with 50 percent capacity.On May 29, the state moved from a yellow, moderate risk level to a green, low-risk level, allowing bars and restaurants to increase capacity to 75 percent, and gatherings -- like weddings -- to increase to up to 500 people. Movie theater capacity was increased 65 percent.While there was no official stay at home order, the state had told people to “step up social distancing efforts” and asked them to “refrain from holding gatherings of 10 people or more.” Additionally, people coming to the state from another country have to quarantine for two weeks.

Ohio

Ohio Department of HealthOrder in Place: On June 10, Ohio reopened entertainment venues like movie theaters, museums, and playgrounds. On June 19, the state extended that to amusement parks and water parks.On May 21, Ohio opened campgrounds. This follows the opening of restaurantsfor outdoor dining on May 15 and indoor dining on May 21. Additionally, salons opened on May 15.The state’s original stay at home order went into effect March 23, but exempt religious gatherings. Anyone who comes to Ohio to stay is still asked to self-quarantine for 14 days.

Oklahoma

Oklahoma State Department of HealthOrder in Place: Oklahoma’s “Safer at Home” order only applied to people 65 or older, immunocompromised people, or those with pre-existing conditions. Under the order, several stores were labeled as essential and allowed to remain open, including clothing stores, electronic stores, furniture stores, and bookstores. Additionally, social gatherings of more than 10 people were prohibited. On April 24, the state started reopening, allowing personal care businesses like hair salons to reopen for appointments along with state parks.On May 1, the state allowed dining, gyms, hotel pools, and entertainment venues (like movie theaters) to reopen as long as they practice social distancing. On May 15, that was extended to bars.On June 1, the state entered Phase 3 of reopening, eliminating size limits on groups and allowing salons to accept walk-ins.Anyone who flies from New York, New Jersey, Connecticut, California, Washington state, or Louisiana had to self-quarantine for 14 days, The Associated Press noted.

Oregon

But on June 19, Multnomah County was indeed moved to Phase 1.On June 24, Oregon mandated face masks be worn while in indoor public spaces in several counties, including Multnomah County.This follows Oregon’s stay at home order, in place since March 23, which prohibited gatherings of any size considered nonessential — like parties, and closed facilities like malls, salons, and yoga studios. While state closed state parks, some have reopened and limited camping resumed on June 9.

Pennsylvania

Pennsylvania Department of HealthOrder in Place: Pennsylvania is taking a county-by-county approach to reopening, with several being moved into the “green” phase of reopening, which allows restaurants and bars to open with capacity capped at 50 percent, hair salons to open at 50 percent capacity and by appointment, and places like casinos, theaters, and shopping malls to open with 50 percent occupancy.All counties in the state will be in the “green” phase by July 3, Gov. Tom Wolf has said. It is mandatory to wear a face mask inside a business.The state first enacted a statewide stay at home order on April 1, which followed a similar order placed on several counties in the state. In Pennsylvania, religious institutions were always exempt from the order, but religious leaders were encouraged to find alternatives to in-person gatherings, according to the state.

Rhode Island

State of Rhode Island Department of HealthOrder in Place: Rhode Island lifted its stay at home order -- originally enacted on March 28. On June 1, the state entered Phase 2 of its reopening plan, allowing restaurants to resume indoor dining at 50 percent capacity restrictions, malls to reopen, and state parks and beaches to reopen. Retailers have also been allowed to reopen.While the state initially required anyone who arrived from another state for a non-work-related reason to self-quarantine for 14 days, that order was changed so that people would only have to isolate if they came “from an area still under stay at home restrictions.”

South Carolina

South Carolina Department of Health and Environmental ControlOrder in Place: Following the state’s "home or work" order advising residents to limit social interaction and practice “social distancing,” South Carolina allowed restaurants to reopen with 50 percent capacity restrictions on May 11. The state also allowed gyms and pools to open on May 18, and large attractions like museums, waterparks, and zoos to reopen on May 22. The state has also opened its beaches and piers.On June 11, the state lifted capacity restrictions on retailers.South Carolina had required anyone coming from hot-spots like New York to self-quarantine for two weeks, but that has since been lifted.

South Dakota

South Dakota Department of HealthOrder in Place: South Dakota never had a statewide stay at home order. Instead, on April 6, the state directed people in two counties who are over 65 years old or with underlying conditions to stay home. This applied to Minnehaha and Lincoln counties, which include the state’s largest city of Sioux Falls.On April 28, the state laid out a “Back to Normal” plan (after it initially suggested “enclosed retail” businesses “suspend or modify business practices). While no business ever had to close in South Dakota, the plan recommends things like good hygiene practices and “reasonable physical distancing.”

Tennessee

Tennessee Department of HealthOrder in Place: On May 22, Tennessee has allowed restaurants to increase capacity after first allowing them to reopen at 50 percent capacity in 89 of the state's 95 counties on April 27. Two days later, the state extended that to retailers. Additionally, attractions like amusement parks, waterparks, and theaters were also allowed to reopen.The state’s “safer at home” order originally went into effect on March 31, telling residents they could get outside for solo exercise, including swimming, kayaking, and golf, but that playgrounds were not considered essential. Visiting a place of worship as well as going to weddings or funerals were exempt from the order. Residents were told health guidelines should be “followed to the greatest extent practicable.”

Texas

Texas closed all bars that make more than 51 percent of their gross receipts from the sale of alcohol and, starting June 29, restaurants were once again limited to 50 percent capacity.The scale-back came after Texas entered Phase 3 of its reopening plan on June 3, allowing all businesses to open with 50 percent capacity restrictions, including bar seating. Restaurants were allowed to expand table size from six to 10 people and on June 12, they were allowed to expand to 75 percent occupancy.Places like bowling alleys have also been allowed to resume operations.The guidance followed the state’s previous order that advised residents to “minimize social gatherings and minimize in-person contact with people who are not in the same household.”UtahUtah Department of HealthOrder in Place: In Utah, the reopening plan is based on different counties. Most counties in the state are under “Low Health Risk Status” and residents are told they could see small groups of friends or family. Restaurants in those areas have opened for dine-in, and places like pools, gyms, and salons were able to reopen. Several counties have transitioned to the “New Normal Health Risk Status.”Salt Lake City remained under “Moderate-Risk.”Utah issued a “Stay Safe, Stay Home” order on March 26, but specified it is “not to be confused with a shelter-in-place order.” Residents in the state were told to work from home and “stay home as much as possible” while parents are told not to arrange playdates or take children to playgrounds. Additionally, those who are at higher risk in the state were advised to take extra precautions.

Vermont

Vermont Department of HealthOrder in Place: Vermont opened restaurants and bars for outdoor seating on May 22 with capacity restrictions, requiring reservations in advance and the use of disposable menus. On June 8, the state expanded that to indoor dining with 25 percent capacity and on June 26 they expanded that to 50 percent.Vermont allowed indoor events to increase to 75 people and outdoor events to increase to up to 150. The state has also allowed gyms and salons to reopen on June 1.This follows the state’s allowing outdoor retailers to reopen for in-person shopping with 25 percent capacity restrictions, while pools and beaches have been allowed to reopen.Under their initial “Stay home, Stay Safe” order, implemented on March 25, residents were told to stay home except for when accessing essential services like groceries or medical care. Additionally, Vermont closed all hotels and home rentals except for when they are directly supporting the COVID-19 response, including providing housing for healthcare workers, and told most visitors to abide by a 14-day self-isolation directive. Hotels have now been allowed to resume operations with capacity restrictions for Vermont residents.On June 8, the state lifted the requirement to quarantine if returning from any county in New England or New York with 400 or fewer active COVID-19 cases per million.

Virginia

Virginia Department of HealthOrder in Place: Virginia introduced Phase 2 of its reopening plan, allowing most counties on June 5 to reopen indoor restaurant dining at 50 percent capacity, gyms to open at 30 percent occupancy, and gatherings of up to 50 people.Previously the state allowed salons to operate with one customer per employee and let campgrounds take reservations for short-term stays.On July 1, Virginia expects to enter Phase 3 of its plan, which will increase gatherings to up to 250 people.The state’s original stay at home order was put in place on March 30. The order specified that all Virginians needed to remain at home except to buy things like groceries and seek medical care. The order prohibited gatherings of more than 10 people, including for parties or religious events.

Washington

Washington State Department of HealthOrder in Place: Washington is using a county-by-county approach to reopening, allowing some areas to move to Phase 3 of its reopening plan, which allows restaurants to open at 75 percent capacity, theaters to operate at 50 percent capacity, and gatherings of up to 50 people.Starting June 26, Washington will mandate wearing a face mask in public, both indoors or outdoors.Some counties in the state remain in Phase 2, which allowed restaurants and taverns to reopen with 50 percent capacity restrictions, along with hair and nail salons, and pet grooming. While others remain in Phase 1.The state was one of the first to be hit hard with COVID-19 cases and responded with a “Stay Home, Stay Healthy” order on March 23. The order told Washington residents to stay home except for essential activities, including getting food and obtaining medical care as well as outdoor exercise where social distancing is observed. The order also prohibited gatherings of any size, including for everything from social reasons to faith-based ones.

West Virginia

West Virginia Department of Health and Human ResourcesOrder in Place: In West Virginia, swimming pools and bowling alleys were allowed to reopen on May 30, while movie theaters reopened on June 5. On May 21, restaurants were allowed to reopen for dine-in, large retail stores were allowed to open, and state park campgrounds opened for in-state residents.On May 26, bars opened with 50 percent capacity indoors and no capacity restrictions outdoors.On June 22, the state allowed outdoor sporting events with spectators to resume, and on July 1, amusement parks are expected to open.

Wisconsin

Wisconsin Department of Health ServicesOrder in Place: Wisconsin’s “safer at home” order was overturned and thrown out by the state’s Supreme Court on May 13, ruled "unlawful" and "unenforceable,” CNN reported.The original order went into effect on March 25, telling people to stay home and prohibiting gatherings of any size, except for religious gatherings, weddings, and funerals, which were limited to less than 10 people. Additionally, all playgrounds and swimming pools were closed, along with places like gyms and spas.Recently, Wisconsin had started allowing public libraries and stores like clothing retailers to re-open with curbside and delivery services, according to Channel 3000. Golf courses were also allowed to reopen with certain restrictions. Residents who travel outside their communities had been asked to self-quarantine for two weeks. Travel between "private homes within the state" was being "strongly discouraged."

Wyoming

Wyoming Department of HealthOrder in Place: While there wasn’t a statewide order to stay home in Wyoming, Gov. Mark Gordon had asked residents to “stay home whenever possible,” adding that “voluntary actions and discipline” will make a difference.On June 15, the state allowed some indoor gatherings of up to 250 people.Previously, the state allowed gyms and salons to reopen on May 1 and restaurants, which had been closed for dine-in service since March, were allowed to reopen on May 15. CAMBODIA – published 31.03.2020
1. All visa exemptions, visas on arrival and e-visas are suspended.

a. have a medical certificate, issued by competent health authorities of their country no more than 72 hours prior to the date of travel, certifying that they are not tested positive for the Coronavirus (COVID - 19); and
b. have proof of insurance policy with minimum medical coverage of fifty thousand US dollars.
- This does not apply to passengers with diplomatic visa (Visa A) or official visa (Visa B) issued by Cambodia.
3. Passengers upon arrival will be subject to a health risk assessment and screened by the government. They will also be subject to a mandatory isolation/quarantine.

h. French citizen who resides in Saint-Pierre-et-Miquelon who has not been outside Saint-Pierre-et-Miquelon / Canada / U.S. in the last 14 days;
i. Person or class of persons that the Chief Public Health Officer, appointed under subsection 6 (1) of the Public Health Agency of Canada Act, determines does not pose a risk of significant harm to public health or who will provide an essential service while in Canada;
j. Person whom the Minister of Foreign Affairs, the Minister of Citizenship and Immigration or the Minister of Public Safety and Emergency Preparedness determines their presence is in the national interest.
2. Passengers with Coronavirus (COVID-19) symptoms are not allowed to travel to Canada until:
- they have waited for a period of 14 days; or
- they can present a medical certificate that confirms the patient is free from the Coronavirus (COVID-19). 
3. Passengers who have been refused boarding in the past 14 days due to a medical reason related to Coronavirus (COVID-19) are not allowed to enter.
4. Passengers are required to self-isolate for a period of 14 days upon arrival at their final destination in Canada. 
5. Passengers who were in the cruise ship 'Diamond Princess' are subject to a mandatory 14-day isolation at a quarantine facility upon arrival in Canada.

- passengers with a safe-conduct.

THE MAINLAND OF CHINA - published 03.04.2020
1. The mainland of China has decided to temporarily suspend the entry into the mainland of China by foreign nationals holding visas or residence permits still valid to the time of this announcement, effective from 00:00 local time, 28 March 2020. Entry by foreign nationals with APEC Business Travel Cards will be suspended as well. 
- Policies including port visas, 24/72/144-hour visa-free transit policy, Hainan 30-day visa-free policy, 15-day visa-free policy specified for foreign cruise-group-tour through Shanghai Port, Guangdong 144-hour visa-free policy specified for foreign tour groups from Hong Kong or Macao SAR, and Guangxi 15-day visa-free policy specified for foreign tour groups of ASEAN countries will also be temporarily suspended. Entry with diplomatic, service, courtesy or C visas will not be affected. 
- Foreign nationals coming to the mainland of China for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may apply for visas at Chinese embassies or consulates. 
- Entry by foreign nationals with visas issued after this announcement will not be affected.
2. All passengers arriving at PEK will have a PCR test and be quarantined at the designated location in Beijing for 14 days. 
3. Passengers arriving at Shanghai Pudong (PVG) or Shanghai Hongqiao (SHA) must undergo a Nucleic Acid Test (NAT) and a 14-day quarantine in designated places for medical observation.
- This does not apply to airline crew members. 
4. Airline crew members with a layover in Shanghai Pudong (PVG) or Shanghai Hongqiao (SHA) must undergo Nucleic Acid Test (NAT) inside passenger terminal. They are permitted to self-isolate at hotel temporarily before acquiring the NAT result.
The crew whose COVID-19 testing result is positive will be isolated by the authorities at the nominated site for further medical treatment. Meanwhile, the carrier will be notified immediately.
If the crew is already away from Shanghai when the positive test result is available, the carrier will be informed by the authorities to take further action if necessary. 
5. Airline crew arriving at Shanghai Pudong (PVG) or Shanghai Hongqiao (SHA) will be quarantined after they finish their last shift of flight. During their shift breaks, they are required to stay in crew hotels for isolation. 
6. Passengers who live in or have been in France, Germany, Iran, Italy, Japan, Korea (Rep.), Spain or USA in the past 14 days arriving at Guangzhou (CAN) or Shenzhen (SZX) must undergo 14-day quarantine at home or in designated places for medical observation. All passengers arriving at SZX will have a PCR test.
7. All passengers arriving at XMN will be quarantined for medical observation at the designated hotels for 14 days on their own expenses.
- This does not apply to passengers under 18 years old, passengers above 70 years old, pregnant women and passengers suffering from illness. They must apply for permission to undergo a 14-day quarantine at home.

- diplomats, staff of international organizations, military personnel and humanitarian aid workers in the exercise of their functions;
- necessary (return) transit and returns;
- passengers travelling for imperative family reasons;
- persons in need of international protection or for other humanitarian reasons;
- other necessary and justified traffic. For example, other necessary traffic would be maintenance work, that requires maintenance team or a person arriving from another country and this work cannot be postponed. 
2. Nationals and residents of Finland will be required to self-quarantine for 14 days.

FRANCE - published 23.04.2020
1. Passengers arriving from a non-Schengen Member State are not allowed to enter France.
- This does not apply to nationals of France, and their spouses and children.
- This does not apply to nationals of an EEA Member State or Switzerland on their way home, and their spouses and children.

- This does not apply to nationals and residents of Gabon.

GAMBIA -- published 22.04.2020
Flights to Gambia are suspended.

GEORGIA - published 18.03.2020 
1. Passengers are not allowed to enter Georgia.
- This does not apply to nationals and residents of Georgia.
- This does not apply to airline crew.
- This does not apply to representatives of diplomatic missions and international organizations and their family members accredited to Georgia.
- This does not apply to mixed families where one of the spouses or their under age child is a citizen of Georgia.
- This does not apply to passengers who are part of the humanitarian mission if trip of such mission (doctors, volunteers) becomes a necessity. 
- This does not apply to passengers who have been granted the status of stateless persons by respective authorities of Georgia.
- This does not apply to passengers who are holding status neutral travel documents.
- This does not apply to passengers with a refugee status in Georgia.
2. Passengers with a residence permit issued by Georgia must get an OKTOBOARD before departing for Georgia. 

GERMANY – published 23.04.2020
1.Passengers are not allowed to enter Germany.
This does not apply to:
- nationals of Germany;
- passengers with permanent residence in Germany obtained before Coronavirus (COVID-19) or with a D-Visa issued by Germany;
- passengers with evidence that their travel is to perform a professional activity, e.g., commuters, diplomats, nursing staff, food industry personnel, specialists;
- passengers in transit to their home country, if there is no other travel option. The purpose of travel and the entry requirements for the destination and transit countries must be proved;
- US military personnel stationed in Germany and their family members;
- merchant seamen who are going to sign up on board or leave Germany for the purpose of repatriation.
2. Passengers allowed to enter Germany must self-isolate and must proceed directly to their own home, or other suitable accommodation for a period of 14 days.
- This does not apply to merchant seamen without Coronavirus (COVID-19) symptoms.

GHANA -- published 02.05.2020
1. Flights to Ghana are suspended.

1. Passengers are not allowed to enter Greece.
- This does not apply to:
- nationals and family members of nationals of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and Switzerland;
- passengers with a British passport and their family members;
- nationals of North Macedonia returning via Thessaloniki (SKG) and continuing by road to North Macedonia. Their trip must be prearranged by the authorities, e.g., Ministry of Foreign affairs, embassy, etc.;
- passengers with a residence permit issued by Greece. A certificate of application for renewal of a residence permit is not accepted;
- passengers with a residence permit issued by Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland or the United Kingdom;
- passengers with a long term visa issued by Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland or the United Kingdom;
- healthcare professionals and health researchers designated to support the national health care system;
- government members, diplomats, staff of international organizations, military personnel and humanitarian aid workers in the exercise of their duties;
- passengers travelling for imperative family or business reasons with an authorization issued by the Greek embassy/consulate.
2. Passengers arriving in Greece must be in quarantine for 14 days and must give their contact information to the authorities upon arrival.
- This does not apply to state flights, sanitary flights, humanitarian flights and military flights.
3. Flights from Turkey are suspended.
- This does not apply to:
- flights approved by the Hellenic Ministry of Foreign Affairs for repatriation of Greek citizens, their family members and holders of residence permit in Greece.
- state flights, sanitary flights, humanitarian flights, emergency flights, fire fighting flights, frontex flights and technical landings if passengers do not disembark.
4. Flights from Germany, Italy, Netherlands, Spain and the United Kingdom are suspended.
- This does not apply to:
- flights designated to support the Hellenic national healthcare system.
- flights approved by the Hellenic ministry of Foreign Affairs for repatriation of Greek citizens, their family members and holders of residence permit in Greece.
- state flights, sanitary flights, humanitarian flights, emergency flights, military flights, fire fighting flights, frontex flights and technical landings if passengers do not disembark.

GUAM - published 30.03.2020
1. Passengers who have been in a country with confirmed COVID-19 cases for more than one week and do not hold a document recognized and certified by DPHSS (Guam Department of Social Health and Services), which confirms they are not infected with COVID-19, are not allowed to enter. The date of the test must be not more than 72 hours before the date of arrival. 
- This does not apply to residents of Guam. 
Passengers will be quarantined for a period of 14 days upon arrival. 
- This does not apply to passengers with a healthcare recognized and certified document which confirms that they are not infected with COVID-19 within the last 72 hours.

- This does not apply to passengers who have only been in the mainland of China, Chinese Taipei or Macao SAR, China in the past 14 days.
- This does not apply to residents of Macao SAR, China who are registered the Macao SAR, China scheme that they will be immediately taken by coach back to Macao SAR, China upon entry.
- This does not apply to the following passengers:
a. Passengers travelling from the mainland of China or Chinese Taipei or Macao SAR, China and have not been to any other country/region in the past 14 days;

ICELAND -

2. Passengers listed in above exemptions who intent to travel through Iceland on their way to another Schengen Member State must have a written confirmation of their permission to enter the other Schengen Member State.

INDONESIA - published 02.04.2020 
1. Passengers are not allowed to transit or enter Indonesia.
- This does not apply to nationals of Indonesia.
- This does not apply to passengers with a Temporary Stay Permit (ITAS) or Permanent Stay Permit (ITAP).
- This does not apply to airline crew.
- This does not apply to the following passengers:
a. passengers with a Diplomatic Visa or Service Visa.
b. passengers with a Diplomatic Stay Permit or Service Stay Permit.
c. medical aid workers or Food Sustenance Workers for Humanitarian Purposes.
d. foreigners/Expatriates working on strategic national projects.
2. Passengers who are eligible to enter Indonesia (except nationals of Indonesia) must comply with the following requirements:
- have a valid health certificate in English issued by Health Authority from respective country. It must be valid within 7 days and state the passenger is free from respiratory disease, and
- have no travel history in the last 14 days from China (People's Rep.), France, Germany, Iran, Italy, Korea (Rep.), Spain, Switzerland, United Kingdom and Vatican City (Holy See), and
- agree for self-quarantine for 14 days and fill in statement of compliance on arrival.

IRAN - published 29.04.2020 
1. Nationals of China (People's Rep.) with a normal passport, passengers with a Hong Kong (SAR China) passport and passengers with a Macao (SAR China) passport are no longer visa exempt. However, they can obtain a visa on arrival.
2. Passengers must go through medical screening upon arrival and will be subject to be tested for COVID-19 and to be placed in quarantine.
3. A completed self-declaration form concerning COVID-19 must be presented upon arrival.
4. Based on the travel advisory restriction issued by United Arab Emirates Government, nationals of United Arab Emirates are not allowed to travel to Iran. 

IRAQ -- published 24.04.2020
Flights to Iraq are suspended.
- This does not apply to red cross, humanitarian, Medevac, repatriation, emergency and military flights.

IRELAND (REP.) --- published 20.04.2020
Passengers arriving in Ireland (Rep.) are required to self-quarantine for 14 days.

ISRAEL -- published 06.04.2020

ITALY – published 10.04.2020
1. Passengers traveling as tourists are not allowed to enter Italy. 
- This does not apply to nationals or residents of Italy.

- This does not apply to passengers in traveling for emergency.
2. Passengers and crew members transiting or entering Italy must inform their transit or arrival to the regional Department of Prevention; and
- are subject to health surveillance and isolation for 14 days; 
- must submit a declaration that they entered Italy for proven working requirements for a maximum of 72 hours or for a justified extension for specific needs for additional 48 hours.
3. A completed self-declaration form must be handed to the airline before arriving in Italy.

JAMAICA -- published 08.04.2020
1. Passengers are not allowed to enter Jamaica.
- This does not apply to passengers with an authorization issued by the government of Jamaica.
2. Passengers with an authorization issued by the government of Jamaica will be quarantined for 14 days.

(a) each crewmember must submit a quarantine questionnaire;
(b) each crewmember must submit and a "Plan of Stay in Japan" declaration;
(c) crews should adhere to the instructions provided in the quarantine document "Notice: For Crews boarding vehicles from areas subject to strengthened quarantine";
(d) airlines should arrange chartered vehicles (as opposed to public transportation) to transport crews between the airport and their hotel; and

5. Visa exemption for nationals of Azerbaijan, Bangladesh, Cambodia, Colombia, Georgia, India, Kazakhstan, Lao People's Dem. Rep., Mongolia, Myanmar, Nauru, Oman, Pakistan, Palau, Papua New Guinea, Paraguay, Qatar, Samoa, Solomon Isl., Turkmenistan, Ukraine, Uzbekistan and Viet Nam with a diplomatic, official or service passport is suspended.
6. Passengers who are eligible to enter Japan and have been in Albania, Armenia, Australia, Bahrain, Bolivia, Bosnia and Herzegovina, Brazil, Brunei Darussalam, Bulgaria, Canada, Chile, China (People's Rep.), Chinese Taipei, Congo (Dem. Rep.), Cote d'Ivoire, Croatia, Cyprus, Czechia, Dominica, Ecuador, Egypt, Finland, Greece, Hong Kong (SAR China), Hungary, Israel, Indonesia, Korea (Rep.), Kosovo (Rep.), Latvia, Lithuania, Macao (SAR China), Malaysia, Mauritius, Moldova (Rep.), Morocco, Montenegro, New Zealand, North Macedonia, Panama, Philippines, Poland, Romania, Serbia, Singapore, Slovakia, Thailand, Turkey, USA, United Kingdom or Viet Nam in the past 14 days are required to undergo a PCR test upon arrival. All the other passengers are subject to a PCR test.
- This does not apply to airline crew if they comply with the following requirements:
(a) each crewmember must submit a quarantine questionnaire;
(b) each crewmember must submit and a "Plan of Stay in Japan" declaration;
(c) crews should adhere to the instructions provided in the quarantine document "Notice: For Crews boarding vehicles from areas subject to strengthened quarantine";
(d) airlines should arrange chartered vehicles (as opposed to public transportation) to transport crews between the airport and their hotel; and 
(e) airlines should ensure that crews comply with items (a) through (d) above during their stay in Japan.
7. Visa exemption granted to passengers with an APEC Business Travel Card issued by Brunei Darussalam, China (People's Rep.), Hong Kong (SAR China), Indonesia, Korea (Rep.), Malaysia, Mexico, Papua New Guinea, Peru, Philippines, Russian Fed., Singapore, Thailand or Viet Nam, is suspended.
8. Nationals of China (People's Rep.) with a passport issued in Hubei Province or Zhejiang Province (China People's Rep.) are not allowed to enter Japan.

12. Visas issued on or before 27 March 2020 by the Embassies, Consulates-General and Consulate of Japan in Bahrain, Brunei Darussalam, Congo (Dem. Rep.), Indonesia, Israel, Malaysia, Philippines, Qatar, Singapore, Thailand or Viet Nam are invalidated.

MACAO SAR, CHINA - published 29.04.2020

2. Passengers who reside or have been in the Hubei Province, China in the past 14 days are not allowed to enter Macao SAR, China unless they prove with a valid certificate that they are not infected with the Coronavirus (COVID-19).
3. All passengers must obtain a Coronavirus (COVID-19) nucleic acid test report issued by a local medical institution within 7 days confirming that they have been tested negative for Coronavirus (COVID-19) before they can board their flight.
4. Macao SAR, China registered non-resident workers (holders of the Non-resident Worker's Identification Card) are banned from entering Macao SAR, China except holders of non-resident worker's identification card who have resident status in the Mainland of China, Hong Kong SAR, China and Chinese Taipei. They will have to undergo medical observation at the designated place for 14 days if they have been to Chinese Taipei or Hong Kong SAR, China in the past 14 days.
5. Residents of Macao SAR, China must:
- undergo medical observation at the designated place for 14 days if they have been to foreign country, Hong Kong SAR, China and Chinese Taipei in the past 14 days;
- go through a six-to-eight hour medical examination if they have made multiple unusual entries into the Mainland of China on one day;
- present a medical certificate of no infection with Coronavirus (COVID-19) upon entry into Macao SAR, China if they have been to Hubei Province, China in the past 14 days.
6. Residents from Chinese Taipei or Hong Kong SAR, China who have not visited a foreign country 14 days prior to arrival will need to go to designated places for a 14-day medical observation.
7. Residents from the Mainland of China who have not visited a foreign country, Hong Kong SAR , China or Chinese Taipei 14 days prior to arrival will need to go through a six to eight hour medical examination if they come from Guangdong, Henan, Hunan, Anhui, Jiangsu, Shandong, Sichuan, Heilongjiang, Zhejiang, Chongqing, Beijing or Shanghai. 3. All crew and passengers must fill out the public health information form and hand it over to the local airport authority upon arrival.
4. Passengers are only allowed to travel to Svalbard after they have stayed in quarantined in other parts of Norway.

RUSSIAN FED. - published 26.03.2020
Passengers are not allowed to enter the Russian Fed. 
- This does not apply to nationals of the Russian Fed.; 
- This does not apply to accredited or appointed employees of diplomatic missions, consular offices, international organizations located in Russian Fed. and their family members;
- This does not apply to airline crew;

- This does not apply to travelers with diplomatic, business or normal visas issued in connection with the death of a close relative, as well as visas issued by special decision of the Russian Ministry of Foreign Affairs;
- This does not apply to passengers from visa-free countries coming in connection with the death of a close relative, having copies of death certificate, as well as a document confirming family relations;
- This does not apply to passengers who are family members (spouses, parents, kids, adoptive parents, adopted), guardians and trustees of citizens of the Russian Fed., subject to the presentation of a copy of a document confirming the relationship status;
- This does not apply to passengers permanently residing in the Russian Fed., as well as transiting through airports without entering the Russian Fed.

RWANDA -- published 22.04.2020
1. Flights to Kigali International Airport (KGL) are suspended.
2. Nationals and residents of Rwanda will be subject to a mandatory 14-day quarantine at designated locations.

SAMOA - published 21.03.2020 
1. All travelers, including returning residents entering Samoa, must have a medical certificate issued by a registered medical practitioner issued within 3 days before their arrival into Samoa. 
2. Passengers who have transited through or have been in Australia, Austria, Bahrain, Belgium, Canada, China (People's Rep.), Chinese Taipei, Czechia, Denmark, France, Germany, Greece, Hong Kong (SAR China), Iceland, Italy, Iran, Japan, Korea (Rep.), Kuwait, Luxembourg, Macao (SAR China), Malaysia, Netherlands, Norway, Qatar, Singapore, Spain, Sweden, Switzerland, Thailand, United Arab Emirates or USA are not allowed to enter Samoa.
Passengers must:
a) Spend at least 14 days in self-quarantine in a country of last port and must have a Medical Clearance within (3) days prior to final route to Samoa. This must be their final stop before travelling to Samoa. 
b) Provide proof of test results done within 5 days for the Coronavirus (COVID-2019). Passengers with COVID-19 positive test will not be allowed to enter Samoa.
3. All travelers, including returning residents entering Samoa, are required to undergo medical examination by a Registered Medical Practitioner within 3 days before arrival. Medical clearance report is required for check-in prior to issuing of boarding passes. 
4. All travelers entering Samoa, including Samoan passport holders who are permanent residents of American Samoa, are required to have medical examination within 3 days before entering. It has to be signed by the attending physician and counter-signed by the Motusa Tuileama Nua, Director of Public Health, American Samoa. 
5. Compulsory screening of all arriving passengers and crew to Samoa is in effect at all ports of entry. All are required to comply and produce additional documents when asked. 
6. A Special Health Declaration Card has to be filled out by all passengers inflight or on arrival in to Samoa.

SAMOA (AMERICAN) - published 18.03.2020
1.Nationals of the USA and residents of Samoa (American) who transited or have been in Arizona, California, Florida, Georgia, Hawaii, Illinois, Massachusetts, New Hampshire, New York, North Carolina, Oregon, Rhode Island, Texas, Washington or Wisconsin, are subject to Public Health screening and might be medically or home quarantined. 
2.Entry Permits, issued by Samoa (American) instead of visas, are suspended. 
- This does not apply to residents of Samoa (American) with residence permit or an Immigration Board approval.
3.Passengers arriving from Samoa must:
- obtain a health clearance from Ministry of Health (MOH) 3 days prior to arrival; 
- present a completed “DOT Travel Declaration Form" upon arrival.
4.Passengers who transited or have been in countries affected by Coronavirus (COVID-19), when arriving from Hawaii, must: 
-spend 14 days in Hawaii; and
-obtain a health clearance 3 days before arrival in Samoa (American); and
-present a completed “DOT Travel Declaration Form" upon arrival; and
-provide itinerary upon arrival.

SAUDI ARABIA -- published 28.04.2020
1. Passengers are not allowed to enter Saudi Arabia.

SERBIA - published 18.03.2020
1. Passengers are not allowed to enter and transit in Serbia.

- This does not apply to passengers with a special permission issued by the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of Interior or the Ministry of Construction, Transport and Infrastructure. 
- This does not apply to accredited members of diplomatic missions, international organizations, humanitarian missions, and their family members.
2. Nationals and residents of Serbia arriving from Austria, France, Germany, Greece, Iran, Italy, Romania, Slovenia, Spain or Switzerland are required to self-isolate for a period of 28 days.
3. Nationals and residents of Serbia arriving from any other country are required to self-isolate for a period of 14 days. 
4. Accredited members of diplomatic missions, international organizations, humanitarian missions, and passengers with a special permission issued by the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of Interior or the Ministry of Construction, Transport and Infrastructure, and their family members, arriving from Austria, France, Germany, Greece, Iran, Italy, Romania, Slovenia, Spain or Switzerland are required to self-isolate for a period of 28 days.
5. Accredited members of diplomatic missions, international organizations, humanitarian missions, and passengers with a special permission issued by the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of Interior or the Ministry of Construction, Transport and Infrastructure, and their family members, arriving from any other country are required to self-isolate for a period of 14 days.

SEYCHELLES - published 07.04.2020
1. Seychelles (SEZ) is closed.
- This does not apply to emergency diversions.
- This does not apply to special mission flights that are approved (MEDEVAC).
2. Passengers are not allowed to enter Seychelles.
- This does not apply to passengers who require to enter Seychelles on special mission and have a permission from the Public Health Commissioner before departure. 
- This does not apply to crew members requiring minimum rest. They must undergo strict mandatory quarantine during the rest period. 
- This does not apply to any other person under other circumstances as approved by the Public Health Commissioner.

SIERRA LEONE --- published 26.03.2020
1. Passengers who have transited through or have been in any country with 50 or more confirmed cases of Coronavirus (COVID-19) in the past 14 days are required to enter facility quarantine for maximum 14 days.
2. Passengers who have transited through or have been in any country with less than 50 confirmed cases of Coronavirus (COVID-19) in the past 14 days are required to undergo home quarantine for maximum 14 days.

SINGAPORE - published 29.04.2020
1. Passengers traveling as short-term visitors are not allowed to transit or enter Singapore. 
- This does not apply to returning residents of Singapore (Singapore Citizens, Permanent Residents or passengers with a Long-Term Pass (including passengers with a Work Pass, Student's Pass, Dependent's Pass, and Long-Term Visit Pass)). Upon entry into Singapore, they must serve a 14-day self-isolation at dedicated Stay-Home-Notice (SHN) facilities. 
- Passengers with a new or existing Work Pass will be allowed entry if they have an approval letter from the Ministry of Manpower (MOM) or the Immigration and Checkpoints Authority (ICA). 
- Passengers with a Long-Term Visit Pass (LTVP) or a Long-Term Visit Pass In-Principle Approval (LTVP IPA) issued by the Immigration and Checkpoints Authority (ICA), will be allowed entry if they have an Approval Letter for Entry (ALE) issued by the Immigration and Checkpoints Authority (ICA).
- Passengers with a Student's Pass (STP) or a Student's Pass In-Principle Approval (STP IPA), will be allowed entry if they have an Approval Letter for Entry (ALE) issued by the Ministry of Education (MOE) or the Immigration and Checkpoints Authority (ICA).
2. Short-term visitors will be allowed entry into Singapore if they have an Approval Letter for Entry (ALE) from the Immigration and Checkpoints Authority (ICA), Ministry of Trade and Industry (MTI), Ministry of Foreign Affairs (MFA) or the Ministry of Health (MOH). They could still be subjected to the prevailing health screening requirements upon entry. Possession of an Approval Letter for Entry (ALE) does not guarantee the issuance of a Visit Pass to enter Singapore.
3. Passengers entering Singapore, including Singapore Citizens, Permanent Residents and passengers with a Long-Term Pass (LTP), must submit a health declaration. This can be done via the SG Arrival Card (SGAC) e-Service (https://eservices.ica.gov.sg/sgarrivalcard) or via the mobile application (to be downloaded from Apple AppStore or Google Play).
4. Airlines must inform passengers to submit their health declaration via the SG Arrival Card (SGAC) e-Service before arriving in Singapore.
5. The paper-based embarkation/disembarkation card is discontinued. All airlines must stop distributing these cards for flights planned to arrive in Singapore on or after 27 March 2020, 0900 hours.

SLOVAKIA- published 29.04.2020

SOUTH AFRICA -- published 28.04.2020
Flights to South Africa are suspended.

h) People traveling for imperative family reasons duly accredited;
i) Persons who document reasons of force majeure or situation of need, or whose entry is permitted for humanitarian reasons.

SRI LANKA - published 22.04.2020
1. Airports in Sri Lanka are closed.
- This does not apply to:
a. Aircraft Departures with passengers originating from Colombo, stop overs, transit passengers or visiting tourists.
b. Emergency Diversions to Bandaranaike International Airport (CMB).
c. Freighter Operations and humanitarian flights to CMB.
d. Technical landings at CMB.
2. A completed Health Declaration Form must be presented to the public health inspectors or any other authorized officials upon arrival. 
3. Airline crew must self-quarantine at the location mentioned in the Health Declaration Form and have meals only through in-room dining until they operate the next flight. They must follow strict procedures and hygienic measures adopted by the Government of Sri Lanka.
4. Visas and ETAs issued by Sri Lanka have been invalidated.
5. The maximum allowed transit time at CMB is 12 hours. Passengers must have a confirmed onward connection.

3. All passengers will be placed on quarantine at a designated facility for 14 days upon arrival.

U.S. Citizens Returning from Europe

U.S. citizens and legal permanent residents will be permitted to return from the United KingdomIreland, and the European Schengen area. The Department of Homeland Security has issued instructions requiring U.S. passengers that have been in the United Kingdom, Ireland and the Schengen area to travel through select airports where the U.S. Government has implemented enhanced screening procedures. U.S. Citizens Returning from China

Any U.S. citizen returning to the United States who has been in China in the previous 14 days may be subject to up to 14 days of quarantine.

Please read these Department of Homeland Security supplemental instructions for further details.

Cruise Ship Passengers

U.S. citizens, particularly travelers with underlying health conditions, should not travel by cruise ship at this time. CDC notes increased risk of infection of COVID-19 in a cruise ship environment. In order to curb the spread of COVID-19, many countries have implemented strict screening procedures that have denied port entry rights to ships and prevented passengers from disembarking. In some cases, local authorities have permitted disembarkation but subjected passengers to local quarantine procedures.  

While the U.S. government has evacuated some cruise ship passengers in recent weeks, repatriation flights should not be relied upon as an option for U.S. citizens under the potential risk of quarantine by local authorities. Cruise passengers should stay home for 14 days after returning from travel, monitor their health, and practice social distancing.  

CDC notes that older adults and travelers with underlying health issues should avoid situations that put them at increased risk for more severe disease. This entails avoiding crowded places, avoiding non-essential travel such as long plane trips, and especially avoiding embarking on cruise ships. Passengers with plans to travel by cruise ship should contact their cruise line companies directly for further information and continue to monitor the Travel.state.gov website and see the latest information from the CDC

U.S. Students Abroad

American students overseas should return to the United States as soon as possible. Students abroad may face unpredictable circumstances, quarantine, and sudden travel restrictions. Adequate health care may not be available overseas.

The CDC recommends institutes of higher education (IHE) consider postponing or canceling upcoming student foreign exchange programs. In addition, CDC recommends IHE consider asking current program participants to return to their home country.
